China's recycled paper industry explores a new way
On August 17, the 6th China Recycled Paper Industry Conference was held in Yangzhou, Jiangsu Province. Within the framework of the theme of "consolidating the source and building a green low-carbon recycling system", people from relevant departments, industry experts, paper enterprises, recycling enterprises, waste paper traders, equipment service providers, etc. of the national recycling paper industry jointly explore the new development path of the recycling paper industry.
Zhang Fan, Director of the Resource Comprehensive Utilization Division of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology, said in his speech that the Ministry of Industry and Information Technology would further strengthen its efforts to improve the waste paper recycling system. At the same time, focus on industrial solid waste, build another batch of industrial resources comprehensive utilization bases, promote the gathering of resource elements to advantageous enterprises and regions, and drive the standardized and sustainable development of the industry. On the other hand, encourage the use of artificial intelligence, big data blockchain and 5G modern communication technology to improve the automation and intelligence level of production lines, accelerate the application and promotion of blockchain technology in waste paper processing quality management and quality traceability process, strengthen the link classification, score and classification management of waste paper recycling and processing, improve the quality of waste paper processing products, improve environmental protection and safety facilities, and improve the overall green development level of the industry, Promote the green and intelligent transformation of waste paper processing enterprises.
Wu Chuanliang, Director of the Wholesale Industry Development Division of the Circulation Industry Development Department of the Ministry of Commerce, introduced the plan and ideas for the construction of the renewable resources green sorting center. The first is to strengthen standardized management, strengthen the construction of laws and regulations of renewable resources recovery industry, and further clarify the responsibilities of producers, sellers and consumers. The second is to improve the standard system, build a recycling standard system with national standards, industrial standards and local standards coordinated and unified, mandatory standards and recommended standards supplemented each other, and encourage the development of group standards and enterprise standards. The third is to strengthen statistical analysis, according to the requirements of building a circular economy statistical index system, rely on the key enterprise contact system, improve the renewable resources recovery statistical system, unify the scope, caliber and method of renewable resources recovery statistical data, and optimize the statistical sample structure. Fourth, promote the innovative development of the industry and guide the transformation and upgrading of the renewable resources industry.
Xu Tiecheng, president of China Renewable Resources Recycling Association, said that China's recycling paper enterprises and paper enterprises not only urgently need to improve the operation and management capacity of the original recycling system, but also need to quickly adjust the raw material structure and procurement strategy through industrial chain cooperation, digital economy Open up new recycling models and fields to empower traditional recycling systems to "open source" and lay the foundation for further development.
Professor Dai Tiejun of Beijing University of Technology introduced the research on carbon emission reduction contribution of waste paper recycling industry. Entrusted by the National Development and Reform Commission, the China Renewable Resources Recycling Association undertook the research task of "Research on Renewable Resources Promotion and Utilization System and Its Contribution to Carbon Peak and Carbon Neutralization" in 2022, and plans to release the "White Paper on Research on Carbon Reduction in Waste Paper Recycling Industry" by the end of 2022.
During the conference, the sponsor also held the first batch of "certified enterprises of renewable resources green sorting center" awarding ceremony, and released the list and report of "Top 20 enterprises in the recycling paper industry in 2020 and 2021".
